****The Terrorist’s Dilemma

By Jacob N. Shapiro – an academic’s look at the organizational constraints on traditional terrorist organizations—from those in pre-Revolution Russia to the Irish Republican Army to Al Qa’ida to Fatah and Hamas—and how groups manage these difficulties. Princeton professor Shapiro gave a fascinating talk about his research last December and resolved to read his book.

In part, his message is that terrorist organizations face many of the familiar challenges as do other organized human endeavors. They have resource management issues, they have personnel issues, they have issues related to achieving their goal. But operating as covert and violent organizations imposes a number of additional, unique security constraints.

A key factor is the extent to which “management”—the terrorist leaders at the top—and “line” personnel—the people carrying out day-to-day operations are in sync. Often, they are not. A terrorist organization’s leaders typically have a political agenda, which requires compromise, negotiation, a focus on long-term goals and, therefore—in an effort not to alienate national leaders or the populace of the host country—the need to keep a lid on violence, at least to some degree. This is because, as Shapiro says, “the groups that eventually win political power, or even major concessions, do so not on the strength of their violence, but on the back of large-scale political mobilization and participation in normal politics.”

By contrast, people drawn to the front lines of the same terrorist movement, to whom operational decisions may be delegated, are likely to be more extreme and to seek confrontation and heightened violence, “action in its own right,” Shapiro says. Disagreement in the ranks is common, as personal histories and captured documents amply demonstrate. Even Osama bin Laden counseled restraint among the rank-and-file.

However, controlling the troops requires a fair amount of communication, and every communication between underground organization leaders and the field entails a security risk. Thus, control is always imperfect. Similarly, it is the leaders of terrorist organizations who generally are the fundraisers and the people responsible for husbanding the organization’s resources. Closely managing who spends funds for what purposes again leads to security exposure. These two tradeoffs—operational security vs. tactical control and operational security vs. financial efficiency—play out in one underground terrorist organization after another, across time and geography.

Much has been learned about these organizations (via captured documents—and in one case reported here, which would be unbelievable if it were written into a political thriller, Wall Street Journal reporter Alan Cullison purchased a used laptop in Kabul as a quickie replacement and discovered his new machine had been that of Al Qa’ida #2 Ayman al-Zawahiri, turned in for resale without wiping the hard drive.)

Shapiro contends that understanding why terrorist organizations make the choices they do is an essential first step in designing counter-terror policies. For any number of reasons, ISIS may be different than these past organizations and not understanding those differences also will lead to tragedy.

What ISIS Really Wants

Graeme Wood’s penetrating article, “What ISIS Really Wants” in the March 2015 Atlantic tries to answer deceptively simple, yet strategically essential questions related to the intentions of ISIS’s self-declared caliphate and its leader, Abu Bakr al-Baghdadi. Although the organization’s motives and aims apparently have eluded many Westerners, Wood says its propaganda machine, much of which operates online, makes those answers knowable.

According to Wood, analysis of these resources reveals that ISIS “rejects peace as a matter of principle,” hungers for genocide, is prevented by its religious views from adopting certain practices (even if they are key to its survival), and “considers itself a harbinger of—and headline player in—the imminent end of the world.” Understanding ISIS’s beliefs about the path to the Day of Judgment—its “dystopian alternate reality”—can help the West predict its actions and develop more effective countermeasures, Wood says.

Osama bin Laden operated a geographically diffuse network of relatively autonomous cells that had political aims, such as getting Westerners out of the Saudi Arabian peninsula. These cells operated more-or-less independently, in countries and territory they didn’t control, and attempting to exercise central authority over these scattered cells would have created a high security risk for al-Qaeda leaders.

In total contrast, ISIS has been able to seize and hold territory, thanks to the vacuum of authority in Syria and Iraq, and can therefore effectively implement a top-down, highly controlled structure. In fact, ISIS must continue to hang onto this territory in order to maintain the caliphate. But the key distinction between ISIS and al-Qaeda is that ISIS’s aims are religious, not political, and underpin “the group’s commitment to returning civilization to a seventh-century legal environment, and ultimately to bringing about the apocalypse,” Wood says.

We have diluted the meaning of this word with the snowpocalypse, the zombie apocalypse, and so on, but to ISIS, what they foresee is the original meaning: that is, the complete and final destruction of the world. With total annihilation looming, why not court death? What difference does one life–or a dozen, or a hundred–make?

Westerners have a difficult time accepting a theological basis for the mass executions, beheadings, stonings, crucifixions, and immolations taking place in the Middle East. Yet, secular societies should not dismiss ISIS followers as merely a congregation of disaffected Muslims from around the world (and some few from the United States). It is a mistake, Wood believes, to see ISIS as anything other than a religious, end-of-days group, built on a coherent (if controversial) interpretation of Islam, whose members follow the exact letter of the law, as they understand it.

Meanwhile, the politically correct “Islam is a religion of peace” mantra does not fit the brutal laws of war as laid out in the Koran, and which were developed during a violent era. Wood quotes Princeton scholar Bernard Haykel as saying that Islamic fighters “are smack in the middle of the medieval tradition and are bringing it wholesale into the present day.”

Wood says that the rest of the world must recognize ISIS’s “intellectual genealogy” if it is to react in ways “that will not strengthen it, but instead help it self-immolate in its own excessive zeal.”

****The Bad News Bible

By Anna Blundy – Reading and reviewing classics like The Long Goodbye or best-sellers like Mr. Mercedes and trying to develop my own take on them is fun, but even more rewarding is discovering an author whose books have flown under the radar and bringing them to your attention! In that category, here’s The Bad News Bible (2004), published by Felony and Mayhem Press, a murder mystery set in the heart of Jerusalem, with all the dangers and dislocations thereunto. Ask Brian Williams.

Perhaps because in real life her father was a British war correspondent, killed in El Salvador, Blundy made her protagonist a war correspondent, too. Faith Zanetti is ensconced with a profane, chain-smoking, hard-drinking crowd of journalists with whom she’s spent many dusty hours. Though they work in deadly dangerous places and though gallows humor is one way they stay sane, Faith doesn’t expect murder to invade this close circle of colleagues and competitors. Reviewers have said Faith “is a heroine who was waiting to be created,” the one “we’d love to be.” Faith has been carried along by her courage and her cynical sense of humor into four more books after this one, first in the series.

The book’s title is what Faith’s best friend calls the reams of advice the correspondents are given about staying safe in a war zone, information in stark contrast to the ever-present “Good News Bible” in their hotels’ bedside table drawers. Faith has humor, sharp perceptions, and calls them as she sees them, exactly the traits needed to survive—and Get the Story—in her tricky situation. And Blundy’s writing has the energy to carry it off.

The Last Sentence

The Last Sentence, Jesper Christensen, Torgny Segerstedt It was troubling to view Swedish director Jan Troell’s 2012 film (trailer) based on the experience of crusading journalist Torgny Segerstedt, so soon after the recent tragic events in Paris. Segerstedt was editor-in-chief of one of Sweden’s leading newspapers, and between 1933 when Hitler came to power and his own death in 1945, Segerstedt was a fierce opponent of Naziism, even though much of Sweden’s leadership, including the king, was determined to remain neutral and out of the war. The struggle for journalists’ right—some would say duty—to speak out despite risks to themselves and others has not ended.

Beautifully played by Jesper Christensen, Segerstedt left himself open to criticism and to the devaluing of his motivations by his long affair with a Jewish woman, wife of his publisher. Hollywood’s crusading journalists are noble and flawless (think All the President’s Men), their presumed moral authority overshadowing any rough spots in their personalities, whereas Segerstedt’s uncompromising character is pompous at times and unpleasant at others, he basks in his celebrity, and he’s downright cruel to his wife. “Easy to admire, but very hard to like,” said RogerEbert.com reviewer Glenn Kenny. Truth told, he loves his dogs best.

Producing this film in black and white may have symbolic significance or may be just the preferred Scandinavian style—the film is Swedish, after all. In another Bergman-like touch, Segerstedt sees and converses with the black-clad ghosts of his mother and other women. Slow-moving, like the clear stream (of words?) against which the opening and closing credits appear, there is only a fleeting soundtrack to support the action.

The film left me with a lot of unanswered questions. What happened with his writing? When the authorities demanded that a particular edition not be distributed because of its anti-Nazi editorial (which suggests they had imposed some censorship regime), Segerstedt printed it with a big white space where the editorial would have been. Nice. But we never learn whether he was allowed to continue writing after that (or how he was stopped) until a scene that takes place years later. How did the war affect the Swedish people? There’s little hint of that, beyond putting up blackout curtains. It seems they had electricity, they had food, petrol, champagne at New Year’s. It’s primarily the awareness of Nazi behavior that the viewer brings to the film that explains and justifies both Segerstedt’s simmering outrage and his country’s policy of appeasement. He and his mistress both have suicide plans, if it came to that, but in the absence of any tangible, on-screen threat, their preparations seem self-dramatizing and almost childish.

Segerstedt in a sense provides his own epitaph, which is also the Swedish title of the movie—“Judgment on the Dead”— based on a line from a famous Old Norse poem, which says the judgment on the dead is everlasting. History’s judgment on Segerstedt would be that he was of course right about the Nazis. And if, as the King believed, it would have been his fault if the Germans invaded the country, he would have been among the first to die. NPR’s Ella Taylor called the film “A richly detailed portrait of a great man riddled with flaws and undone by adulation.” Rotten Tomatoes critics rating 76%, audience score 44%.

Siege of Leningrad

By David Benioff – Santa put this 2008 book in my Christmas stocking, and though I’d listened to it in the audio version several years ago, I enjoyed it just as much the second time around, in print. If you asked whether I’m a fan of coming-of-age novels, I’d probably say “no,” but this is the second one I’ve recently given a top ranking.

The story takes place during the 872-day siege of Leningrad, one of history’s longest, in which the starving residents were reduced to eating the glue in their books. Two young Russians, strangers to each other, are thrown together on an impossible quest: Lev—a short, dark, Jewish 17-year-old caught looting a dead German—and Kolya, 20 years old, tall, blond, and charming, a Red Army private accused of desertion. Either of these crimes is punishable by firing squad, no questions asked, and they have only this one sliver-thin chance to save themselves: find a dozen eggs so that the daughter of an NKVD colonel can have her wedding cake.

Lev narrates the tale of how the two search the desperate, lawless city and the countryside thick with snow and Nazis, in their search. It begins: “You have never been so hungry; you have never been so cold.” And while there is misery in drifts, Kolya’s irrepressible nature brings much humor to the telling as well so that, as USA Today said, “This spellbinding story perfectly blends tragedy and comedy.”

Benioff is the co-creator and showrunner for Game of Thrones, and wrote the screenplay for The Kite Runner, so it’s no surprise he can tell an exciting story—and he can tell it well.

The Imitation Game

Eagerly awaited general release of The Imitation Game (trailer), starring Benedict Cumberbatch in a superb bit of acting, and was not disappointed. The story, hidden for almost 30 years, is by now familiar—Alan Turing, the brilliant but eccentric Oxford student admitted to Bletchley Park’s code-breaking team, figures out how to decrypt messages generated by the Nazis’ super-secret Enigma machine, shortening WWII by two years, and, oh, by the way, inventing computers in the process.

Last month Andrew Hodges, author of the book the movie’s based on, was in town for a talk—a bit dazed about this great success 30 years post-publication—and his insights (summarized here) were, frankly, helpful. He powerfully described the homophobia that pervaded the British intelligence services (and society in general) in the 1950’s that made Turing a target. Also the greater significance of the apples, alluded to only glancingly in the movie and without context. Turing was fascinated with the Snow White story, and saying more drifts into spoiler territory.

I earnestly hope someone said to him what Joan Clarke (Keira Knightley) says near the end of this film. Clarke responds to Turing’s lifelong struggle with being different from other boys and men, and says how he “saved millions of lives by never fitting in,” as Tom Long put it in The Detroit News. Or, “Sometimes it is the people no one imagines anything of who do the things that no one can imagine,” says the movie’s tagline.

There’s a little too much standing in front of the marvelous prop constructed for the movie, which the producer says is like the original Turing machine, just not in a box, so you can see the works. The secondary characters are thinly developed and no doubt worthy of greater interest. However, the scenes of Turing as a young boy (Alex Lawther), trying to come to terms with his differentness, are heartbreaking. Rotten Tomatoes critics rating: 89%; audience score 95%.

The Book Behind The Imitation Game

Benedict Cumberbatch, Enigma, The Imitation GameIn wide release this Christmas will be the new film The Imitation Game (trailer), eagerly awaited by all serious fans of cryptography, World War II history-Bletchley Park division, spy stories, the invention of computers, and Benedict Cumberbatch. (My review of the movie.)Last week the author of the book on which the movie is based, Andrew Hodges, spoke here in Princeton. Hodges’s book—“one of the finest biographies of a scientific genius ever written,” said the Los Angeles Times reviewer—is Alan Turing: The Enigma: The Book That Inspired the Film “The Imitation Game” published in 1983 by Princeton University Press, which is congratulating itself heartily over its three-decades’-ago decision.

As you may recall, Alan Turing was the young British scientist (incorrect to label him a mathematical genius, because part of his brilliance was in blending fields—logic, engineering, biology, and mathematics) who led the successful efforts to break the Nazi naval codes in World War II. The machine created to do this was an early computer, and a paper Turing wrote in 1936 laid the foundation for the theory of computer science, by imagining a field that previously did not exist.

In Princeton in 1936-38, he worked on speech-scrambling technology. His interest in these diverse topics led him to an interest in ciphers and artificial intelligence, and these interests led not just to the Turing Test (“the imitation game”), but to Bletchley Park and the team of scientists there. Turing’s pivotal role in the Allied accomplishment, like most information about the unraveling of the Germans’ Enigma machine, was not revealed until the 1970s. Hodges said some of his theories about the connection between mathematics and biology were so advanced they are only now receiving attention in science.

Turing’s homosexuality caused few problems in the tolerant environment of King’s College, Oxford, but after the war, that changed. He held vast amounts of wartime secrets in his head, and it was a period of intense anti-Soviet paranoia. The authorities worried about his vulnerability. He died at age 42 of cyanide poisoning, and Hodges believes the coroner’s conclusion that his death was suicide, although the pressure that may have been brought to bear on him is unknown. He left just enough mystery about his death that his mother could console herself it was one of his science experiments gone wrong and conspiracy speculators could ever since consider it part of the enigma.

The Unknown Known & The Fog of War

The Errol Morris documentary The Unknown Known (2013)(trailer) grew from 34 hours of interviews with former White House chief of staff, ambassador to NATO, head of the Office of Economic Opportunity, special Mid-East envoy, and twice Secretary of Defense Donald Rumsfeld. “Rumsfeld—in case you’ve forgotten his prominent public persona as a star of Bush-era press conferences—” Slate reviewer Dana Stevens reminds us, “tends to express himself in koan-like platitudes that hover in midair somewhere over the divide between timeless wisdom and obfuscatory bullshit.”

The film’s title is based on one of his better-known riffs, the evasive and insufficiently serious response to a reporter’s question in 2002 about the evidence for Iraq’s link to terrorism and weapons of mass destruction. Rumsfeld responded that there are “known knowns” (stuff we know that we know), “known unknowns” (stuff we know that we don’t know), and unknown unknowns (stuff we don’t know that we don’t know). The premise of The Unknown Known is there also was stuff Rumsfeld thought he knew, and didn’t. Which sums up the whole stated justification for the Iraq war.

It’s hard to watch this movie without being distracted by one’s own political views, as Rumsfeld, ever the cagey communicator, genially evades and stonewalls where he has to, especially regarding the use of torture. Yet he is capable of showing uncertainty—and would that he’d done so a dozen years ago. The interviews are interspersed with news clips, excerpts from news conferences, and on-the-ground footage of the time, so you do see some misremembering. His then-conviction about whether Iraq possessed weapons of mass destruction is quite a contrast to his “I guess time will tell” shrug regarding whether the Iraq war was a good idea or not.

His evasions degrade political language, Forbes reviewer Tim Reuter suggests, and by constantly redefining difficult issues, Rumsfeld erases their meaning, rather than clarifies. In his New York Times review, A. O. Scott says Morris gives Rumsfeld “plenty of rope, but rather than hang himself, Mr. Rumsfeld tries to fashion a ladder and escape through the window.” One problem he couldn’t slip out of was Abu Ghraib, because shocked Americans had seen the terrible pictures. As head of the Department of Defense, he offered President Bush his resignation—twice. But Bush didn’t accept it.

Rumsfeld’s many memos were called “snowflakes,” and he blanketed the Department and his fellow Cabinet members with some 20,000 of them during his six years in the Bush Administration. In the film, he reads from a number of them, now declassified. Yet the viewer, like the recipients of that blizzard of memos sees only the Don Rumsfeld he want us to see. Given his penchant for verbal legerdemain, he must have enjoyed the idea of snowflakes. Of snow. And of snow-jobs. Rotten Tomatoes critics rating: 84%; audiences, 69%.

UPDATE: In January 2015, I saw Morris’s other documentary on a former Secretary of Defense, The Fog of War, created from interviews with Robert McNamara. While, like Rumsfeld, he sees history from his own particular vantage-point, unlike Rumsfeld, McNamara seemed to have learned some significant intellectual and emotional truths from the experience. The film in fact is organized around 11 “lessons.” The difference in affect between the two men is remarkable. Although there were questions (mostly personal) McNamara declined to answer, he wasn’t trying to obfuscate and he wasn’t insufferably smug.

**** The Golden Hour

Todd Moss, diplomacy, thriller,The Golden HourBy Todd Moss (sounds like a nom de plume, doesn’t it?). Read by Peter Marek. This was the best, most realistic (to me!) political thriller I’ve read in recent months. For a first-time novel, impressive. I bought it after reading this Washington Post profile of Washington insider Moss. The book tells the story of an Amherst academic, Judd Ryker, who develops a theory that the period for action after a military coup is limited—just a few days—otherwise the usurpers will be too entrenched and it will be impossible to easily get rid of them and reestablish the (presumably) more legitimate government. He calls this period “the golden hour,” taking the name from emergency medicine and the limited period after a massive traumatic injury in which medical treatment is most likely to avoid death. Ryker is recruited by the State Department to test his theory in real life and promptly ignored.

The book is not only about a newbie in the shark tank of seasoned diplomats, a coup in Mali, the kidnapping of a powerful Senator’s daughter, and U.S. security imperatives, but also about finding out whom you can trust. I liked that the main character isn’t an armed-to-the-teeth master of 20 forms of martial arts. He’s just a guy, a very smart guy, using his wits. He doesn’t meet up with a woman character as a flimsy excuse for the author to write a couple of steamy sex scenes. He doesn’t make decisions that had me silently screaming, “Why are you DOING that?” He doesn’t fall predictably off the wagon–a dead giveaway that things are going to go very wrong. Instead, he goes quietly about his business, calls his wife, checks on his kids at the beach, and learns who his friends really are. When he makes one most fateful decision, you understand he makes it based on his principles, not the external exigencies of the author’s plot.

Thriller writer John Sandford called it “A tough, realistic, well-written tale of American diplomats scrambling to reverse an African coup amidst intense turf battles – State, Defense, White House, Congress, and CIA – and ever-shifting facts on the ground. Moss is an insider who knows how these things are really done – and how thin the line is between triumph and disaster.”

The narration may make Judd sound a drop more tentative than necessary, but Marek’s portrayal of the African characters and military were beautiful. Awesome first book by Todd Moss. First of a series.
